PUBLIC HEARING: Adjourned to Jan. 27, 2010 8:05 pm Vote was 3-0

8:00 P.M. - Local Law amending the zoning map of the Town of Ramapo -Congregation Birchos Yosef—School for Girls, 900 Route 45 (old JCCY property)—Represented by Ryan Karben—Requesting a zoning change from P.O (Professional Office) to R-35 (Residential) so that the site can be a school. (Need zoning change because town law only permits schools in residential areas) There were 9 Speakers:

Jose Guzman—worried about property values, sewage, runoff, and further development on the site.

Paul Zris—concerned that the applicant will want to construct a dormitory at a later date on the site.

Mark Kasell, Esq.—representing Windsor Mews—felt that the town did not have enough information to make the change. Expressed concerns about future, intense residential development of the site.

Audrey Mendelson—said that the site is currently operating as a school, which is illegal. Concerned about more development of the site.

Lois Morales—concerned about the school operating on Sunday.

Matt Karius—concerned about the buffer.

Alan Zassky—wanted to be informed of the adjournment date.

Ann Morris—wanted to know how many teachers the school would have. Ryan Karben responded—20 teachers, all female.

Lynn Schnalzer—concerned about the number of students to be taught at the school.

Appoint Planning Board Member 3-0 Did not disclose the name of the individual. (It was later learned that Yakov Basch of Carlton Road, Monsey would be replacing Richard Stone on the Planning Board—Stone’s term is unexpired, but he has resigned.)

Holiday exchange for Lincoln's Birthday: Requested by CSEA—Exchange Lincoln Birthday for the day after Thanksgiving. 3-0

New Business:

Purchase of supplies for Restoration of Salt Box Structure $1,500 3-0

PUBLIC PARTICIPATION PERIOD:

Noelle Jablonski thanked the town for their help on the Harmony Hall Sloat House Project, presented the board with calendars.

Robert Romanowski—spoke about proposed zone change of Patrick Farm property—urged board to not approve zone change.

Councilmembers' Comments: Frances Hunter thanked Harmony Hall for the 2010 calendars.

Supervisor's Report: on Sat. Jan 23rd at 4pm the Joseph T. St. Lawrence Center will host a round of the NY Daily News Golden Gloves Boxing Competition.
