Ramapo Special Town Board Meeting--June 12, 2010The meeting was scheduled for 11am and began at 11:25. Deputy Supervisor Frances M. Hunter was absent. There were two items on the agenda: the Final Environmental Impact Study for the ballpark project and the Office Andrew Dale lawsuit settlement. 1. Adopt FEIS as complete for Project Grand Slam The Final Environmental Impact Study for the ballpark project consisted of the DEIS (Draft Study) and Public Comments and Questions that have been answered. Full text of the document is on the Town website at http://www.ramapo.org/feis-project-grand-slam-ball-field.php. A 10-day written comment period will begin on June 3, 2010 for the FEIS. Written comments should be sent to the Town Attorney's Office. After the 10-day written comment period ends, the Town Board can vote to begin the project. VOTE--Adopted 4-0. 2. Settlement with former Ramapo Police Officer Andrew Dale. Former Ramapo Police Officer Andrew Dale informed the Town that he will accept their settlement offered as per the Town Resolution 2010-293. In return, he will stop any legal action that he had begun against the Town. The resolution authorizes execution of this settlement. VOTE--Approved 3-1 with Councilman Ullman voting No. Councilman Ullman commented that if this had gone to court, the town had enough evidence against Officer Dale to win in court making settlement unnecessary. Supervisor St. Lawrence called the settlement "a wise business decision." Terms of the Settlement: A. Andrew Dale will resign his position as a police officer effective Aug. 14, 2008; B. The Town will pay Andrew Dale $559,000 which includes the salary equivalent, which would have been earned by Andrew Dale during the period of his termination from employment, through June 30, 2010; reimbursement for healthcare premiums (COBRA) paid by Andrew Dale during the period of his termination from employment through June 30, 2010; and private health insurance costs reasonably anticipated to be incurred by Andrew Dale for a period of ten years.
